A --- If in fact the brewery is using keg or barrel medium to ship thier product, then the quick answer is - yes. Most brew houses (beer) that dispense in keg/barrel form have them in a cold room, tap them and run an insulated or chilled line to the fill.
The purpose of a chilled mug is to cut down on the amount of foam that is created when you pour into your mug. The closer the temperature between the tap and mug, the less foam. Cold mugs look cool and you can draw on them... but I am wandering in thought again.
We chill all of our bottles and mugs before sampling. We found that this increases the flavor of the beverage... and we can draw on the mug frost too.
